Optiza Digital (“Optiza Digital”, “we”, “us”, or “our”) is a digital marketing agency based in Dar es Salaam, Tanzania, operating the website optiza.co.tz (the “Site”). This Privacy Policy explains how we collect, use, disclose, and safeguard personal data when you visit our Site, contact us, or purchase a digital product from us.
This Policy is written to reflect the principles and obligations set out in Tanzania’s Personal Data Protection Act, 2022 (“PDPA”) and its regulations, and is consistent with the consumer-protection principles that apply to electronic communications services regulated by the Tanzania Communications Regulatory Authority (“TCRA”). By using the Site, you agree to the practices described in this Policy.

3. Information We Collect

a) Information you give us directly — when you contact us by phone, WhatsApp, or email, or purchase a digital product (such as our ebooks) from us, we may receive your name, phone number, email address, and the content of your messages.
b) Payment information — when you pay via M-Pesa Lipa Namba, the mobile money transaction is processed directly between you and your mobile network operator (e.g. Vodacom M-Pesa). We do not collect or store your M-Pesa PIN or full financial account details; we only see the transaction reference and phone number you share with us to confirm your order via WhatsApp.
c) Technical and usage information — when you browse the Site, our hosting and caching systems automatically log standard technical data such as your IP address, browser type, device type, pages visited, and the date/time of your visit, for security and performance purposes.
d) Cookies and similar technologies — see “Cookies and Tracking Technologies” below.
e) Information from analytics and advertising tools — where enabled, tools such as Google Analytics, Meta (Facebook/Instagram) Pixel, and TikTok Pixel may collect information about how you interact with the Site and our advertisements, including device identifiers, approximate location, and browsing behaviour, for analytics and ad-performance purposes.
4. How We Use Your Information
We use personal data to:
- respond to your enquiries and provide customer support (including via WhatsApp);
- process and deliver digital products you purchase (e.g. sending your ebook after payment confirmation);
- operate, maintain, and improve the Site and our services;
- measure and improve the performance of our marketing and advertising, including our own and, where instructed, our clients’ campaigns;
- comply with legal obligations, including those under the PDPA and other applicable Tanzanian law;
- protect the security and integrity of the Site.
5. Legal Basis for Processing
Under the PDPA, we process personal data on one or more of the following bases: your consent (e.g. when you choose to message us or opt into marketing/analytics cookies); the performance of a transaction you have requested (e.g. fulfilling an ebook purchase); our legitimate business interests, such as responding to enquiries and improving our services, balanced against your rights; and compliance with a legal obligation.
6. Cookies and Tracking Technologies
The Site uses cookies and similar technologies for three general purposes:
- Essential/functional cookies, which allow the Site to load correctly and enable caching for faster performance. These cannot be disabled without affecting how the Site works.

- analytics and advertising platforms (Google, Meta, TikTok), to the extent you interact with tools from those platforms on our Site;
- payment and communication channels you use to reach us, such as WhatsApp (operated by Meta) and M-Pesa (operated by Vodacom Tanzania and its financial partners), which have their own privacy policies governing how they handle your information;
- regulators or authorities, where required by Tanzanian law, including the Personal Data Protection Commission (PDPC) or TCRA.
8. Data Retention
We keep personal data only for as long as necessary for the purposes described in this Policy, or as required by Tanzanian law, after which it is securely deleted or anonymised. WhatsApp message history and order records are generally kept only as long as needed to fulfil your order and handle any related queries.
9. Data Security
We take reasonable technical and organisational measures to protect personal data against loss, misuse, unauthorised access, disclosure, or alteration. No method of transmission or storage is completely secure, and we cannot guarantee absolute security.
10. Cross-Border Data Transfers
Some of the third-party tools we use (such as Google Analytics, Meta Pixel, TikTok Pixel, and our hosting/security providers) may process data on servers located outside Tanzania. Where this occurs, we rely on the safeguards required under the PDPA, including using providers that offer an adequate level of data protection or that have entered into appropriate data protection arrangements.
11. Your Rights as a Data Subject
Under the PDPA, you have the right to:
- be informed about how your personal data is processed;
- access the personal data we hold about you;
- request correction of inaccurate or incomplete data;
- request erasure of your data where it is no longer needed or you withdraw consent;
- object to or restrict certain processing, including for direct marketing;
- withdraw consent at any time, without affecting processing carried out before withdrawal;
- lodge a complaint with the Personal Data Protection Commission (PDPC).

The Site and our services are not directed at children, and we do not knowingly collect personal data from children. If you believe a child has provided us with personal data, please contact us so we can delete it.
